A suite of critical housing bills is moving through the legislature this session. 1000 Friends along with our coalition partners Thrive Hood River, Portland: Neighbors Welcome, Better Housing Together and Central Oregon Landwatch have supported these bills from the start because they work together to tackle key barriers to building and preserving affordable, accessible, and climate-smart housing in every Oregon community.

HB 2138: Middle & Infill Housing for All
Removes outdated local barriers and expands where duplexes, cottage clusters, and ADUs can be built – helping more Oregonians live near jobs, schools, and transit.

HB 3031: Infrastructure for Residential Development
Unlocks land already zoned for housing by funding needed infrastructure like water, sewer, and roads—so communities can build now.

SB 51: Affordable Housing Preservation
Alongside other Housing Preservation Bills, protects and repairs existing affordable homes at risk of deterioration or conversion—keeping people stably housed statewide.

HB 3145: Innovative Housing Construction
Invests in Oregon-based manufacturing and modular housing solutions to build faster and more affordably across the state.

SB 684 B: Revolving Loan Fund for Housing.
Creates a revolving loan fund to seed public-private partnerships to develop housing that integrates affordable, work-force, and market-rate units, while providing long-term affordability for the affordable units.
